The Public Safety Mobile Technician (Information Technology Technician) Manager II participates with other Public Safety Mobile Technician managers and supervisors and the Director of Public Safety and Cyber Security to provide exceptional and reliable IT support services, using various programs, procedures, and controls to assist IT professionals in computer system development, IT infrastructure, data and operating security, radio installation and maintenance, systems functionality, and to assure that management obtains maximum benefit from information technology technician resources. The incumbent monitors controls over the activities and programs of division personnel through accountability for the success of specific line or staff programs, monitoring the progress of the organization toward goals, and periodically evaluating and making appropriate adjustments. Subordinates include Public Safety Mobile Technician Managers, Supervisory Public Safety Mobile Technicians, Public Safety Mobile Technicians, and other paraprofessionals who perform information technology work. In carrying out these responsibilities, the Public Safety Mobile Technician (Information Technology Technician) Manager II develops policies, procedures and programs by directing subordinate staff to provide services or assistance to one or a mix of functional areas typically identified as security, network, systems, storagebackup, mobility, and desktop support provide mobile support to users through training on new and modified equipment, maintaining networks, and providing technical and functional advice to users perform installation, monitoring, and maintenance of radios (800 MHz radio equipment) and other technological systems for Public Safety assist Information Technology Specialists in collecting, organizing, and maintaining computer program documentation and manuals and as directed, code programs, create flowcharts and diagrams, and perform other similar duties. DUTIES AND RESPONSIBILITIES Develops, publishes, administers, and enforces the City's IT security program policy and strategy for public safety technology applications and functions Deploys, monitors, maintains, and enhances the City's security technology Directs the conducting of IT risk assessments, security audits, penetration tests, and security incident investigations for City systems and networks related to public safety Ensures integrity of citywide data, proprietary information, and related intellectual property through information security and access management Oversees proper network security protection through smart firewalls, intrusion protection systems, secure and encrypted virtual private networks (VPN), and secure user validation Assists City departments and agencies in meeting their regulatory and compliance needs by designing and implementing controls and providing guidance and recommendations Manages Public Safety Computer Aided Dispatch, Records Management System, Mobility (AVLGPS), Radio System, 911, and other systems Provides oversight of the Public Safety agencies with respect to IT infrastructure, prepares and analyzes IT infrastructure capital plans and budgets, and manages and monitors IT project plans, among other items Consults with other DoIT personnel and City agencies to better manage project status, proposals, or technical issues, such as software system design or maintenance Manages the preparation of reports or correspondence concerning project specifications, activities, or status Reviews reports prepared by subordinates and provides approval, denial, or recommendations for improvement Oversees the management of data for analysis of system capabilities and requirements Manages the evaluation and selection of computer hardware and software Monitors the installation and maintenance of systems Directs subordinates to troubleshoot compatibility and connectivity problems Instructs subordinates to assist system users on systems and equipment and provide lead technical and functional advice to users as needed including, but not limited to 800 MHz radio equipment Manages the training of new users to use new or modified equipment Ensures proper maintenance of networks by directing activities such as file addition, deletion, or backup Reviews and verifies stability, interoperability, portability, security, or scalability of system architecture Establishes and administers functional or system standards to ensure operational requirements, quality requirements, and design constraints are addressed Monitors ongoing hardware and software maintenance operations, including installing or upgrading hardware or software Serves as a liaison to internal and external agencies Addresses local area network operational issues including terminal malfunctions, connectivity issues, and other computer software or hardware operational issues Quickly addresses daily operational issues identified by end users, identifying the problem and taking the necessary corrective action, either on own initiative or with subordinate DoIT personnel Develops, reviews, implements, and manages the content for training materials and procedures for the Chief Learning Officer At the request of the Chief Learning Officer, assists with the training of end users Provides mastery oversight to the most difficult repairs to hardware, software, or peripheral equipment, following design or installation specifications Reviews and approves orders and inventories of spare parts, including stripping surplus equipment for usable parts Advises on systems problems Recommends and implements ways to improve controls, minimize risk, reduce problems, and ultimately improve performance and efficiency Prepares high-level summary reports for Executive team Manages the continual operations of the radio systems and communications equipment, and the immediate readiness of the associated backupredundant systems Advises on and instructs subordinates to refer major hardware or software problems or defective products to vendors for service May be required to perform duties or provide support beyond normal work days for projects and supported system maintenance requirements Performs special projects and other duties as assigned Associated topics: cognitive, crime analyst, criminologist and forensic scientist, dna, forensic scientist, laboratory, neuropsychologist, psychologist, science, scientist
